When I first looked at this I didn't imagine this to be vector art. It looks really good. The colors are quite bright and lively, it really gets my attention. Personally the main part I see that needs more work is the hair and the radio. It could probably use some more strands of a different shade here and there. Or either tone down all the hair a bit since the lighting doesn't fit with the rest of the picture. Also the radio is oddly placed facing the viewer which is fine. But when you think about her changing the station it's in an odd position. Not to mention the radio seems to have its on lighting separate from the girl. It's also an old style radio which seems to make it look as if it doesn't belong.
Just a few other things. I assume it's a table she's leaning on. But it doesn't have any shading that should be created from her arm resting on the table. You might also want to change the direction of her eyes. She's looking off to the left(our right) which seems to make the viewer look off to the edges of the image. Instead of focusing on the girl and the radio. I'm not sure about anybody else but the background isn't doing anything for me. It seems kind of distracting, instead of pulling the image together.
My favorite parts are the skin and the eyes. The few times I've seen vector art the skin doesn't seem all that good. But the way you've done it makes it seem so real.

I love the use of warm, bright colors here. The style and mood seems very playful and old-fashioned, giving this picture a sense of our own childhood. The artist is able to capture many details and textures, such as the velvet shirt and the radio, while giving it a very smooth, bold look, using a coloring technique of solid, gradating layers. The radio itself is vintage, making us look back to our days in youth. One of the biggest points of attraction here is the use of the musical notes, which have little to no detail and are unrealistic. The use of these notes, in combination with the warm colors, unfocused-light background, and unique style takes us away from reality, giving us a more dreamlike sense. This picture gives us a very warm, happy feeling, perhaps even one of nostalgia.

While we're in this dream-like state, we are always drawn back to her dark blue eyes. With all the yellows, pinks and reds, her blue eyes pop out of the picture. Our attention is then brought to her joyful, content, and carefree face, making a smile appear on our own faces.

One of my favorite features in this portrait is the hair. The shapes that make up the lights shadows are unique and interesting. Most individual strands and locks are visible. The hair flies very naturally, with a very realistic wind-blown look. Above all, the use of color is incredible. The golden locks glow like the sun, decorating the girl beautifully and complimenting the picture.

Overall, I love the primary color scheme, the old style, and the concept. I'm sure this special person will love this gift.

This is my first critique, and I am very young, so I apologize in advance for any mistakes.

Thats really good for vector work! Have you tried using the gradient mesh? Its really good for blending. It would eliminate alot of the swirl pattern on the skin. The hair is perfect, nice job on that. Keep up the good work!

In digital art there are two layer formats: raster and vector. Raster formats are based in pixels and vector is based in paths and points.
When you resize a raster image, you are expanding the pixels. Your program has to try to estimate what the colours would be for the additional pixels created. Due to this, the image loses it's clarity and creates a pixel effect.
When you resize a vector image, you are increasing the distance between the points. Due to this, the image doesn't lose it's clarity and doesn't pixellate.
The key element of vector is that it's infinitely scalable without any quality loss and it's why we love it!

I know you already got two answers to your question... but neither really actually answer your question...
but, a vector is an image you make with solid contoured colors, like if you look at the image of the girl you'll notice that every shade is solid and not blended like a regular painting.
Vectors are kinda like... those paint-by-colors sets C:

What Ostendorf is true about Vectors but it is NOT the definition of a vector
and what SakuraHime says is the definition of Rendering. (rendering and vectoring is often confused)

Vectoring, is when you make something, yes maybe even recreate something.
but the point is that it is smooth, you can size a vector image to any size. Like enlarge it without loosing resolution. Unlike a regular Rasterized picture which cannot be enlarged past its original resolution.
From wiki: " Raster images are based on pixels and thus scale with loss of clarity, while vector-based images can be scaled by any amount without degrading quality."

I'm not saying that you can take this pic and enlarge it, but his regular file can be enlarged to any size and it will still be completely smooth. Or if he saved it out as a different file format than a jpg.

This piece here is amazing! it is a great artist who can create vector images this realistic.
